Harris Search Associates appoints Vice President for Information Technology and Chief Information Officer at UNC Charlotte

Harris Search Associates has successfully appointed Dr. Michael Carlin as Vice President for Information Technology and Chief Information Officer at UNC Charlotte.

The UNC Charlotte community is pleased to welcome Dr. Michael Carlin as the new Vice Chancellor for Information Technology & Chief Information Officer beginning July 16, 2013.  Dr. Carlin joins UNCC from the University of Maryland, Baltimore County (UMBC), where he has served as Associate Vice President and Deputy Chief Information Officer since 2011.  He brings over 15 years of experience as an Information Technology (IT) leader in higher education.

“Dr. Carlin impressed us with his professionalism, his enthusiasm, and his demonstrated ability to foster collaboration among all members of a complex university environment,” said, Joan Lorden, Provost and Vice Chancellor for Academic Affairs. “We are confident he will rise to the challenge of providing technology solutions for our growing university community.

In his current position at UMBC, Carlin is responsible for the vision, leadership, planning, and operations of IT delivery.  Falling under his direction are a wide range of services including administrative and academic computing, client services, network operations, research computing, infrastructure, disaster recovery, virtualization, and security.  He has experience managing complex projects and initiatives, and is responsible for the development and management of a 12.5 million dollar budget.  He collaborates with diverse audiences including the Provost, university vice presidents, deans, department heads, faculty, staff, and student government boards to identify and propose the development of strategic technology programs. Some of his most noteworthy accomplishments include implementing a support and infrastructure redesign for a multi-institution collaboration, directing the development and implementation of successful audit and compliance procedures, and deploying a tracking and knowledge base system for customer support.

Prior to his position as Associate Vice President and Deputy Chief Information Officer, Carlin served as the Assistant Vice President of Information Technology (appointed in 2006), Director of Infrastructure and Support (appointed in 2001), and Manager of Client Services (since 1998) at UMBC.

He earned his Ph.D. in Information Systems, M.S. in Information Systems, and B.S. in Biological Sciences from UMBC.  His doctoral research focused on developing a set of cross‐cultural guidelines that would aid in the successful development of cross‐cultural e‐commerce sites between China and the United States.

Carlin is looking forward to joining UNC Charlotte’s dynamic and challenging environment where he will have the opportunity to affect productive and innovative change.
